I do not recall a period where Fulgence was detached from me for too long a time minus the periods of my and his  foreign service when he served as Tanzania's Ambassador to the European Union in Brussels. In the 1980s, though out of public service having resigned in April,1980, I found myself serving as Board Director of the the all powerful Tanzania Audit Corporation under the Chairmanship of Fulgence. Between 1989 and 1991 Fulgence and I served as Commissioners in the Presidential Commission to review Government Revenue and Expenditure also known as the Mtei Commission ( as Edwin Mtei was the Chairman) and which included the late Gilman Rutihinda as Vice Chair of the Commission.
